Provide legal regulation on political parties and to amend the Legal Entity Act.​

1 - About this Act
(1) This Act
(a) may be cited as the 'Political Party Act' or 'PPA'.
(b) may be numbered as P.B.04-###.
(c) shall be enacted upon receiving royal assent.
(d) has been authored by Minister of Development MrNeighbor.
(e) has been co-sponsored by <Position> <Co-Sponsor>.

2 - Definitions
(1) "Active citizen" refers to a resident of the Kingdom of Alexandria who has obtained citizenship and currently has at least four hours of playtime within the last thirty days.

(2) "Political party" refers to a registered and organised group that may participate in elections and form a group in the Parliament of Alexandria.

(3) "Aspiring party" refers to an organised group that has not yet met the requirements necessary to register as a political party.

(4) "Member" refers to an individual who has agreed to join a political party or aspiring party and who has a specialised role in a party's discord server.

(5) "Party leader" refers to an active citizen-member who has the authority to represent or designate said authority on behalf of an aspiring party or political party to the Ministry of Internal Affairs.

(6) "Party corporation" refers to the legal entity described in §11 of the Legal Entity Act.

(7) "De-register" or "de-registration" refers to a political party losing its status as a political party.

3 - Registration and Upkeep of Political Parties
(1) The Ministry of Internal Affairs shall be tasked with the responsibility of managing the administrative aspects of political party registration and upkeep.
(a) The Ministry of Internal Affairs has the power to de-register political parties for failing to maintain the requirements set forth in this Act.

(2) Political parties may be registered under the following circumstances:
(a) At least three active citizens of the Kingdom of Alexandria are members of the aspiring party,
(b) A digital image logo has been submitted to the Ministry of Internal Affairs,
(c) A full party name consisting of only English alphabet characters and punctuation that doesn't exceed a total of seventy characters has been submitted to the Ministry of Internal Affairs,
(d) A party short abbreviation name consisting only of English alphabet characters that doesn't exceed a total of seven characters has been submitted to the Ministry of Internal Affairs,
(e) A starting manifesto consisting of no less than fifty words has been submitted to the Ministry of Internal Affairs,
(f) A permanent publicly-joinable party discord server invite has been submitted to the Ministry of Internal Affairs,
(g) A party corporation, if the aspiring party wishes to tie itself to one,
(h) The aspiring party's leader has, upon meeting the aforementioned conditions, made it clear that they wish to register their aspiring party as a political party.

(3) Upon meeting all the conditions set out in section three, the Ministry of Internal Affairs has one weeks to recognise and register the aspiring party as a registered political party.
(a) If an aspiring party's registration attempt fails to meet the conditions set forth in this Act, the Ministry of Internal Affairs must issue a notice explaining why the aspiring party was not registered as a political party.

(4) For each political party to maintain their status as a political party, they must complete the following upkeep process:
(a) No earlier than three days before the twelfth day of the months of February, April, June, August, October, and December, each political party's party leader or their appointed representative must submit a report containing the following information to the Ministry of Internal Affairs:
(i) The current party leader of the political party,
(ii) A list of all members meeting the definition of active citizen,
(iii) A brief summary of what the political party has been doing in the time since the last report was made,
(iv) A report on the activities on the political party's party corporation, if the political party has a linked party corporation, as defined by section eleven of the Legal Entity Act and according to regulations made by the Ministry of Trade and Finance,
(v) A manifesto containing no less than fifty words.
(b) If a political party has less than three active citizen-members or a political party has not submitted a report, the Ministry of Internal Affairs is required to de-register the political party seven days after a notice that the political party has failed to meet these standards has been sent.
(i) If the respective political party succeeds to have three active citizen-members or has submitted a report within the grace period, the respective political party may not be de-registered for that specific violation.

(5) If a political party has not ran candidates that were not disqualified in any parliamentary election for a consecutive period of six months, the respective political party must be de-registered.

(6) Individuals are not restricted on the amount of political parties they may become a member of.

4 - Amendments to the Legal Entity Act
(1) Sections 11.a, 11.c, and 11.3 shall be struck from the Legal Entity Act.
