Amend the Real Property Rules Consolidation Act to make it easier for private pastes to be conducted.​

1 - About this Act
(1) This Act
(a) may be cited as the 'Build More with Less Act' or ‘BMW Act’.
(b) may be numbered as P.B.05-003.
(c) shall be enacted upon receiving royal assent.
(d) has been authored by Member of Parliament MrNeighbor.
(e) has been co-sponsored by Deputy Prime Minister SoggehToast.

2 - Content
(1) Section 10.4 of the Real Property Rules Consolidation Act shall be amended to read the following:
"
(4) The minimum material requirement for private pastes shall be the top nine materials used within the structure.
(a) The Ministry of Development may subsidise up to 50% of the total of each material used through the use of public tenders or the NPC Project.
(i) The Ministry of Development may only utilize the NPC Project for up to 50% of subsidized materials (25% of total materials).
(ii) All other materials subsidized must be sourced through government tenders.
(b) The Ministry of Development may define the details of private pastes through policy.
(i) The Ministry of Development shall be empowered to require certain 'blocks of value' as defined by the MoD to always be required for private pastes (e.g. netherite, diamonds)."

The Build More with Less Act​

Parliament notes:
(1) Currently, we require 100% of materials in private pastes, and even with a subsidy that 100% still needs to be sourced, dragging down the speed at which things can get built.

Based on this, Parliament decides:
(1) To replace the 100% requirement with a top 9 block system of material requirements.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) None.

To implement the above, Parliament passes:
