(1) The following new subsections shall be inserted after §2(2):

“(3) “Host Country” - Any country asked by a Crime Scene country to assist with an international investigation and/or to enforce a lawful order under the applicable treaty framework.

(4) “Crime Scene Country” - The country where the crime was committed and asks the Host Country to assist with an international investigation or to enforce a lawful order under the applicable treaty framework.

.”

(3) The following new section shall be inserted after §5:

“6 - Mutual Enforcement

(1) Parliament calls for the establishment of a Mutual Enforcement Agreement between the Kingdom of Alexandria and the Commonwealth of Redmont.

(2) The Ministry of Foreign Affairs is to negotiate the Mutual Enforcement Agreement with the Redmont Department of State.

(3) A Mutual Enforcement Agreement should provide for the recognition and enforcement, by the Host Country, of lawful orders issued by the courts of the Crime Scene country in connection with their respective Criminal Code Act registered Offences. Such orders may include warrants, judgments, and penalties.

(4) Enforcement under a Mutual Enforcement Agreement should be carried out by the Host Country’s own authorities, under its own laws, and within its own jurisdiction. No person shall be physically transferred between the two countries under this framework.

(5) A Mutual Enforcement Agreement should establish procedures governing:

(a) the submission of an enforcement request by the Host country;
(b) the identification of the person subject to the order;
(c) the identification of the order and the offence to which it relates;
(d) consideration and approval or refusal of the enforcement request by the Host Country;
(e) the measures the Host Country may apply to give effect to an approved order, including equivalent penalties, restrictions, or sanctions available under its own laws;
(f) the notification of the Host country once an order has been enforced, refused, or otherwise resolved; and
(g) the review of, and relief from, an enforced order, including the recognition by both countries of an order being varied, lifted, or overturned by the court that issued it.

(6) The Mutual Enforcement Agreement should respect the judicial authority of the Host Country and should not require that country to enforce an order where doing so would conflict with its applicable laws or legal protections.

(7) The Mutual Enforcement Agreement shall initially apply only to offences classified as Summary Offences under the applicable criminal legislation of both countries, with the intention of extending beyond that limit.

(8) The Mutual Enforcement Agreement shall enter into operational effect only once the Staff Team has determined that the technical systems necessary to enforce it have been implemented and that both servers are ready to give it effect.

(9) Prior to the operational commencement described in subsection (8), no order shall be enforced pursuant to the framework established under this Section.

(10) The Ministry of Foreign Affairs shall coordinate with the Staff Team concerning the technical requirements necessary to implement any Mutual Enforcement Agreement negotiated pursuant to this Section
.”

(4) §6, “Call to Action,” shall be renumbered as §7.

(5) §7(1) shall be amended to read:

“(1) Re-open negotiations with the Redmont Department of State regarding international law enforcement co-operation as soon as possible, including the establishment of a Mutual Enforcement Agreement.”

(6) The following subsection shall be inserted after §7(2):

Parliament notes:
(1) For the longest time, criminals found refuge in recognized countries to prevent punishment for their committed crimes.
(2) As Alexandria develops and attracts immigration, cross-border crime will rise even more.

Based on this, Parliament decides:
(1) To further define policy goals for international law enforcement co-operation.
(2) To call upon the Ministry of Foreign Affairs to negotiate even further with the Redmont Department of State on this subject matter.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) None.

To implement the above, Parliament passes:
