Amend the Real Property Rules Consolidation Act to allow pastes to be executed immediately
1 - About this Act
(1) This Act
(a) may be cited as the "Paste First, Ask Questions Later Act" or the "Paste First Act".​
(b) may be numbered as P.B. 04-### (to be assigned by the Office of the Speaker).​
(c) shall be enacted immediately upon receiving assent from His Majesty the King.​
(d) has been authored by MP Capt11543.​
(e) has been co-sponsored by <co-sponsor>.​

2 - Amendments to the Real Property Rules Consolidation Act
(1) §10 - Paste Policy shall be amended in the following manner:

"10 - Paste policy
(1) The Ministry of Development shall have the sole power to paste, use creative mode, or use other means of spawning items, blocks, or materials for all public and private pastes.

(2) The Ministry of Development shall be required to source 100% of the materials used within public pastes.

(a) The Ministry of Development may issue a public tender to source the materials.
(b) Temporary structures for events that are set to be deleted within 30 days shall be exempt from this provision.
(3) The Ministry of Development may execute public pastes immediately, provided that it issues public tenders to acquire materials for the paste which were not already in its possession.

(4) The minimum material requirement for private pastes shall be 100% of the materials used within the structure.

(a) The Ministry of Development may subsidise up to 50% of the total of each material used through the use of government tenders or the NPC Project.
(i) The Ministry of Development may only utilize the NPC Project for up to 50% of subsidized materials (25% of total materials).
(ii) All other materials subsidized must be sourced through government tenders.
(5) The Ministry of Development may execute private pastes immediately, provided that the following conditions are met:
(a) The Ministry issues public tenders to acquire subsidized materials which are not already in its possession or sourced through other means.
(b) The paste applicant supplies all non-subsidized materials, or issues a private tender certified by the Ministry of Development to acquire all non-subsidized materials which are not already in their possession.

(6) The Ministry of Development shall certify a private tender issued by a paste applicant if the applicant demonstrates their financial capacity to pay for the full tender and at the discretion of the Ministry.
(a) The government may hold a paste applicant liable in civil court if the applicant fails to ensure that the tender is fulfilled after being given reasonable opportunity to do so.
(7) Material requirements for pastes may be met by supplying items used to craft, smelt, or otherwise produce materials used in the final structure. Such items shall be supplied in quantities sufficient to produce the materials in the structure according to applicable production ratios. (e.g., if a pasted structure requires 400 Cobblestone Stairs, then 600 blocks of Cobblestone may be supplied to satisfy that requirement, as the crafting recipe for 4 Cobblestone Stairs uses 6 Cobblestone.)
(a) The Ministry of Development may opt not to use this mechanism for any particular paste at its discretion.

(8) The Ministry of Development shall manage all administrative aspects of private pastes.
(a) This shall include the ability to charge a processing fee.

(9) The Ministry of Development may promulgate further rules, policies, and requirements regarding pastes."

Parliament notes:
(1) Current paste policy implicitly requires that the Ministry of Development, or private paste applicants, must have all materials on hand before the paste can be executed.
(2) Alexandria continues to sustain a relatively small material-producing workforce, meaning that tenders are fulfilled very slowly.

Based on this, Parliament decides:
(1) To allow pastes to be executed immediately, provided that a plan to eventually supply those materials is put in place.
(2) To specify how "borrowed" materials may be supplied, allowing for greater flexibility where possible.

To implement this, Parliament projects the following expenses:
(1) The Ministry of Development will continue to pay for resources collected via public tenders.
(2) The Ministry must also pay employees to process the pastes.

Further, Parliament projects the following administrative efforts:
(1) Determining what materials are used in pastes, and in what quantities.
(2) Issuing public tenders as necessary to cover materials supplied by the Ministry of Development.
(3) Verifying private tenders issued to cover materials supplied by private paste applicants, if the Ministry chooses to allow it.
(4) Calculating production ratios between raw resources and final materials, if the Ministry chooses to do so.
