Enable International Pastes and its Associated Administrative Powers​

1 - About this Act
(1) This Act
(a) may be cited as The Paste Powers Act or PPA.​
(b) may be numbered as P.B.##-###.​
(c) shall be enacted immediately upon receiving assent from Her Majesty the Queen.​
(d) has been authored by Minister of Development Thritystone and Deputy Prime Minister Capt11543.​
(e) has been co-sponsored by Minister of Foreign Affairs GraprielJuice.​

2 - Ministry Authorities
(1) The Ministry of Development is granted powers to accept paste materials requests through its designated liaison offices in foreign embassies, consulates, or legations.

(2) The Ministry of Trade and Finance is authorized to assess and adjust fees consistent with §4 of this Act.

3 - Ministry Duties
(1) The Ministry of Development is responsible for creating policies to regulate and facilitate international pastes.
(a) MOD shall only accept vanilla blocks for pasting.​
(b) MOD may accept lightmatica or build designs originating in the State Craft Creative World.​

(2) The Ministry of Trade and Finance is responsible for collecting the tax set forth in §4 of this Act.

(3) The Ministry of Foreign Affairs is directed to facilitate the trade offices within the Embassy compound to receive deposits of money and materials associated with international pastes. This shall include:
(a) Securing access to the Embassy grounds abroad and providing ground permits to the relevant ministers and their designated staff.​
(b) Designating a payable account that foreign paste requesters may submit payments to.​
(c) Relaying paste request details to the Ministries of Development, and Trade and Finance​

(4) The Royal Bank of Alexandria shall recognize an exchange rate and accept payment in all recognized currencies.

4 - Taxes and Fees
(1) Paste request applicants shall be responsible for 100% of the cost of build materials by default, payable to the Ministry of Foreign Affairs.
(a) The Ministry of Development, with the concurrence of the Ministry of Trade and Finance, may waive up to 25% of the material cost requirement. This waiver shall be granted on a case-by-case basis, if at all.​

(2) The Ministry of Trade and Finance shall collect a Paste Tax equal to 5% of the build material costs paid by a paste request applicant.
(a) This tax shall be assessed after any waivers granted under §4(1)(a).​

(3) The Ministry of Trade and Finance may assess a fee of up to £500 to cover labor costs associated with processing a paste request. This fee shall be assessed on a case-by-case basis, if at all.

Moves to Pass
The Paste Powers Act​

Parliament notes:
(1) Player growth in the Kingdom of Alexandria is stagnant.
(2) The Kingdom of Alexandria should consider options to make immigrating a more attractive proposition.

Based on this, Parliament decides:
(1) To set up a system of international pastes.
(2) To provide for the funding of labor and material costs related to this service.
(3) To empower the government to establish regulations related to this service.

To fulfill this, Parliament projects the following expenses:
(1) Labor costs: government officials will need to be paid to process and carry out paste requests.
(2) Material costs: the government will need to complete the request with materials sourced from the market.

Further, Parliament projects the following administrative efforts:
(1) Co-ordination with the government of Redmont.
(2) Communication between the Ministries of Foreign Affairs, Trade and Finance, and Development.
(3) Collection of taxes and fees by the Ministry of Trade and Finance.
(4) Fulfillment of paste requests by the Ministry of Development.
