0 - Basic Information​

0.1 - Overview​

The Ministry of Foreign Affairs is charged with the responsibility of the following as outlined in the Government Organization Act:
  1. Negotiate with other countries;
  2. Enforce international law and treaties;
  3. Organize and maintain the Kingdom of Alexandria's Military on the advice of the Monarch;
  4. Manage tourism, immigration, trade policy and citizenship; and
  5. Create policy to enforce these provisions or any other power as prescribed by law.




0.2 - Policy Information​

Ensuring that Ministry policies are legal, transparent, and fair to all parties involved — both domestic and foreign — is always the goal of the Ministry of Foreign Affairs.

In general, a policy shall be made or changed with the following process:

  1. The leader of the office in charge shall file an ordnance which shall go into effect immediately.
  2. Leaders of Offices and Foreign Affairs Secretaries are encouraged to take actions at their own initiative to move the MoFA towards completing the Minister’s goals.
  3. Changes to policy can be contested and overturned by Ministry employees by a simple majority.
  4. Policy changes will be filed within the Ordinance channel within MoFA’s discord server.
In the event of an emergency, the Minister has sole discretion to create, change, or repeal a policy without following this process. The Minister must provide a written reason for the emergency nature of the action.





0.3 - Ministry Makeup​

The Ministry of Foreign Affairs is organized into offices, each with their own employees and responsibilities.

0.3.1 - Office of the Minister​

Personnel:

  • Minister of Foreign Affairs – Leader of the Ministry at large. Appoints Secretaries to oversee day-to-day operations. Sets the direction and vision for foreign policy.
Responsible for:

  1. Ensuring effective operations of the Ministry.
  2. Advising the Crown and Parliament on foreign policy.
  3. Final approval on all diplomatic agreements and recognitions.
  4. Issuing and approving budgets for the Diplomatic Relations Office and the Naturalization Office.

0.3.2 - Office of Diplomatic Relations​

To foster and maintain respectful, productive relationships between the Kingdom of Alexandria and foreign nations.

Personnel:

  • Ambassador General – Experienced diplomat, negotiates and drafts treaties, in charge of foreign embassies.
  • Diplomat – Assigned to specific foreign nations or regions. Can be a foreign national, works on behalf of the Ambassador General.
Responsible for:

  1. Managing diplomatic relations with foreign states.
  2. Negotiating and drafting international treaties.
  3. Advocating for the interests of Alexandria abroad.
  4. Maintaining Foreign Embassies.

0.3.3 - Naturalization Office​

To coordinate the Kingdom's domestic initiatives regarding immigration.

Personnel:

  • Secretary of Foreign Affairs – Oversees the Naturalization Office.
  • Naturalization Officer - Maintains the tutorial area, helps new players get acquainted with the server, helps conduct ForEx transactions at the request of the Minister or Secretary.
Responsible for:

  1. Maintaining the tutorial area.
  2. Maintaining the citizenship exam.
  3. Issuing passports.
  4. Greeting new players.
  5. Conducting Foreign Exchange transactions and administering foreign currency funds.




0.4 - Ministry Hiring, Pay, and Performance​

0.4.1 - Hiring​

The Ministry of Foreign Affairs values professionalism, communication, and a keen interest in international affairs. For most roles, the basic requirements to be hired are:

  1. Be active in game;
  2. Have, and be available on, Discord;
  3. Have a forums account synced with in-game accounts.
Secretaries have broad discretion over how they conduct hiring within their office. The Minister of Foreign Affairs reserves final say in any hirings.

0.4.2 - Pay​

The following pay scale shall be used, in accordance with the Pay Scale Act:

Salaries:

  • Pay Scale 3 – Secretaries
  • Pay Scale 4 – Ambassador General
Commission based pay:

  • Diplomat: Can be paid in foreign currency at the request of the Ambassador General pending approval by the relevant Secretary.

0.4.3 - Employment​

Employees of the Ministry of Foreign Affairs are considered at-will unless otherwise specified by law. Employment may be terminated at any time for any reason by the employee, relevant Secretary, or Minister.

0.4.4 - Leave of Absence​

Employees needing to take a Leave of Absence must post in the #leave-of-absence channel in the Ministry Discord. Leave of Absences are not "approved" or "denied" — employees are entitled to take a leave of absence as they see fit!

Employees must use the template found in the #leave-of-absence channel.

1 - Office of Diplomatic Relations​

The Office of Diplomatic Relations has two core functions: establishing and maintaining formal relations with foreign states, and ensuring the Kingdom is fairly and professionally represented abroad. Ambassador Generals and Diplomats must act in the Kingdom's best interest, and conduct all engagements with respect and transparency.





1.1 - Introduction​

All foreign nations interacting with the Kingdom of Alexandria should have a clear and accessible point of contact within the Ministry. The Office of Diplomatic Relations ensures that every recognized nation has an assigned diplomat and that communications are handled promptly and professionally.

1.1.1 - Powers​

Ambassador Generals are authorized to:

  • Represent the Kingdom in formal and informal discussions with foreign parties.
  • Gather and report intelligence on the diplomatic climate of assigned nations.
  • Recommend recognition or non-recognition of foreign governments to the Secretary and Minister.
Diplomats and Ambassador Generals may not unilaterally enter the Kingdom into agreements or make binding commitments without Minister approval.





1.2 - Diplomatic Status & Immunity​

Foreign diplomats operating in Alexandria are afforded diplomatic status as defined by law (which it hasn’t yet). The Ministry is responsible for tracking and managing the status of all foreign representatives within the Kingdom.

1.2.1 - Granting Status​

A foreign nation may submit a request for diplomatic status on behalf of their representative. The Minister of Foreign Affairs approves or denies such requests.

1.2.2 - Revoking Status​

The Minister may revoke diplomatic status for cause, including but not limited to: espionage, violation of Kingdom law, or conduct unbecoming of a diplomatic representative. Revocation must be documented and posted publicly.





1.3 - Treaties​

A treaty is a formally negotiated, written agreement between the Kingdom of Alexandria and one or more foreign parties. Treaties are binding upon ratification and must be maintained in the official Treaty Registry.

1.3.1 - Treaty Negotiation Process​

  1. A member of the Office of Diplomatic Relations identifies the need for or receives a request for a treaty.
  2. The Diplomatic Relations Office drafts preliminary terms and shares them with the Secretary or Minister for review.
  3. Negotiations are conducted with the foreign party. All substantive changes are reviewed by the Secretary and Minister.
  4. A final draft is presented to the Minister for sign-off before ratification.



1.3.2 - Treaty Ratification​

Upon Minister approval, a treaty will be posted in the official Treaty Registry. After ratification by Parliament it is sent to the Monarch's desk to be assented before going into effect.





1.3.3 - Treaty Suspension & Termination​

A treaty may be suspended or terminated under the following circumstances:

  • Mutual Agreement – Both parties agree in writing to suspend or terminate.
  • Breach of Terms – One party has materially violated the terms of the treaty. The Minister must document the breach before suspending.
  • Ministerial Order – The Minister of Foreign Affairs, with written justification, may suspend a treaty for up to 30 days pending review by Parliament.
All suspensions and terminations must be documented in the Treaty Registry.

2 - Naturalization Office​

Alexandria needs a way to welcome new players and provide the support they need to succeed.
This is the job of the Ministry of Foreign Affairs' Naturalization Office. Naturalization Officers and Ministry of Foreign Affairs secretaries shall manage the domestic affairs of the Ministry of Foreign Affairs-- a rather large portfolio including passports, foreign exchange, and administration of the tutorial area. The Naturalization Office has a special "five minute rule" : anything that a new player encounters within their first five minutes in Alexandria-- the Naturalization Office should seek to improve.




2.1 - Tutorial Administration​

The Naturalization Office shall be in charge of upkeep and maintenance at the tutorial.

  • At least once every 2 months, the Naturalization Office shall conduct a tutorial audit to determine if it needs updating.
  • Naturalization Officers shall be paid between £100 - £1,000 for work done on the tutorial.




2.2 - Foreign Worker Fund​

The Naturalization Office shall be in charge of the Foreign Worker Fund responsibilities including:

  • Administration: The Naturalization Office shall log transactions made to and from any government controlled foreign currency funds.
  • Foreign Exchange: The Naturalization Office shall conduct foreign exchange transactions using the foreign currency funds.
  • The Foreign Worker Fund shall be expanded only at the direction of the Minister of Foreign Affairs.

2.3 - Immigration​

The Naturalization Office shall be responsible for the welcoming of new players to Alexandrian— anything that a new player may encounter within their first five minutes in Alexandria shall fall under the jurisdiction of the Naturalization Office. This shall be known as the “five minute rule”.
  • Job Boards: The Naturalization Office shall be in charge of tourism and shall maintain an easy-to-access in-game board of jobs that new players can do.
  • Points of Interest: An in-game board detailing significant locations shall be placed within the vicinity of a new player’s spawn.

2.3.1 - Social Assistance​

Naturalization officers shall provide socioeconomic support for new players on a case-by-case largely discretionary basis.

  • Each Naturalization Officer shall have a discretionary fund of £800 that they may use to help new players. Use of this fund must be logged. Misuse of this discretionary fund will see it revoked.

2.3.2 - Tourism​

Naturalization Officers shall bring new players on tours.

  • Payment is £100 per tour per player.
  • Tours shall lead new players around to different points of interest around Alexandria.
  • Naturalization Officers shall answer new players' questions on tours.




2.4 - Passports​

The Naturalization Office shall make it easy and quick for Alexandrian Citizens and Dual Citizens to be issued passports this includes:
  • Forms: Writing questions for the passport form and;
  • Stamping & Issuing: Approving, stamping, and issuing passports.
