OFFICE OF THE SPEAKER
PAY POLICY

I - PRELIMINARY
This Pay Policy is established as a remuneration policy under A.P. 06-007 | Crown Remuneration Act §9.

This Pay Policy establishes the compensation to which each employee of the Office of the Speaker is entitled for their work. It also establishes the method for requesting compensation for task-based compensation.



II - CLERK
Each Clerk is eligible for task-based compensation for the completion of record-keeping tasks at various stages of the legislative process. If multiple Clerks work on the same task, the compensation shall be split evenly among all Clerks who worked on the task.
  • Post-Tabling - £10
  • Incorporating an Amendment - £20
  • Preparing a Motion Record - £15
  • Post-Vote - £25
  • Post-Rescission - £15
  • Post-Assent - £10
    • With Repeals - +£10
    • With Amendments - +£15
Clerks shall document completion of their tasks in the associated task thread for organization purposes. When requesting pay, Clerks shall post links to all unpaid task threads for which they wish to claim pay in the #request-pay channel. Pay requests shall be reviewed to determine whether the tasks were completed; incomplete tasks are not eligible for payouts.


III - PARLIAMENTARIAN
Each Parliamentarian is entitled to a stipend of £75 per week.


IV - DEFINITIONS
  • Compensation - The same definition given to "remuneration" in the Crown Remuneration Act.
  • Post-Tabling - Involves renumbering and relabeling the bill thread, and preserving its original text.
  • Incorporating an Amendment - Involves preparing a vote table for the vote on the amendment, and editing the live text of the bill in accordance with the amendment. Applies to amendments to bills under consideration via Motions to Amend, and amendments to the Standing Orders under §18(1)(a).
  • Preparing a Motion Record - Involves preparing a vote table for the vote on the motion, as well as recording the motion author, date, floor speech, and any other pertinent information related to the motion in a single post in the appropriate thread.
  • Post-Vote - Involves preparing a vote table for the vote on passage of the bill, and moving and relabeling the bill thread. Also involves preparing the Journal of Parliament post documenting consideration of the bill.
  • Post-Rescission - Involves moving and relabeling the bill thread, and preparing the Journal of Parliament post documenting consideration of the bill.
  • Post-Assent - Involves moving, renumbering, and relabeling the bill thread.
    • With Repeals - If the newly assented Act repeals other existing Acts, Post-Assent also involves moving and relabeling the repealed Acts.
    • With Amendments - If the newly assented Act amends other existing Acts, Post-Assent also involves editing the live text of the other existing Acts in accordance with said amendments.

AMENDMENT 01
Amending the definition of "Post-Vote" in Section IV - Definitions to include the Journal of Parliament step:
  • Post-Vote - Involves preparing a vote table for the vote on passage of the bill, and moving and relabeling the bill thread. Also involves preparing the Journal of Parliament post documenting consideration of the bill.

Amending the pay rate for Post-Vote to reflect the additional task:
  • Post-Vote - £20 £25
